Terms of Reference

  • To formulate greening, landscape and tree management policies and keep them under review to ensure seamless integration from landscape planning, design and implementation in the upstream to tree management in the downstream;
  • To oversee the development and implementation of standards, guidelines and best practices on greening, landscape and vegetation management;
  • To identify new greening initiatives, with particular reference to the built-up areas, to meet the changing aspirations of the community and to consider and approve greening targets and programmes submitted by the working committees;
  • To oversee the provision of inputs to landscape design and to resolve implementation issues in large-scale public and private development projects with a view to ensuring high quality of landscape planning design and provision;
  • To oversee the implementation of the recommendations of Report of the Chief Secretary for Administration's Task Force on Tree Management "People, Trees, Harmony"; and
  • To oversee departmental efforts, to resolve interface issues, and to consider resource requirements for greening, landscape and tree management.

  • To work with public, private and community organisations to identify greening opportunities;
  • To advise on measures to encourage greening, quality landscape design and quality tree management, particularly in the built-up areas and in private sector developments for consideration by the Steering Committee on Greening, Landscape and Tree Management;
  • To formulate public education programmes to foster an attitude of care for trees and the greened environment in the community;
  • To advise on the manpower development strategy, including provision of education and training, with a view to building up the capacity of the industry to undertake greening, landscape and tree management works; and
  • To enlist community support for greening through civic education and campaign.

Terms of Reference

  • To deal with greening-related policy issues on a life-cycle basis from planning, design, construction to maintenance;
  • To oversee the formulation of greening programmes, including those associated with public works projects with due regard to resource and implementation requirements, for consideration by the Steering Committee on Greening, Landscape and Tree Management;
  • To advise on new greening works by government departments (except those works overseen by the Greening Master Plan Committee and the Community Involvement Committee on Greening);
  • To oversee the implementation of short-term greening enhancement measures at focal points/locations pending the development of Greening Master Plans;
  • To oversee the tree management system at the departmental level under the "integrated approach", including the implementation of tree risk assessment arrangements; and
